On 20th March 2020,The President of Malawi,His Excellency Prof Arthur Peter Mutharika declared the nation as a state of emergency and on 2nd April 2020:he officially announced 3 cases of Coronavirus infections in Lilongwe and on the 4th April 2020;Minister of Health,Hon Jappie Mhango announced the fourth case of Covid19 in Blantyre.
On the same day,at 8:30pm His Excellency addressed the nation to outline new government measures put in place to fight against Covid19 but also to cushion the economic crisis the pandemic has brought and may bring in due course.
80% of Malawians have applauded him for coming up with such massive drastic measures and neccessary policies.I will not waste your time going over them again.
However,i feel and know for certain you will all agree with me:there is more room for consideration to give full breakdown of the measures:therefore i ‘rather’ WE appealing to all relavant authorities designated in respective ministries to take charge and further elaborate more and also to make room for more recommendations and suggestions.
Your Excellency,this directive is ONLY carrying along the small medium enterprises(SMEs) and it tells nothing about big and major corporations in the industry who may suffer financial losses as much as SMEs.
May the Minister of finance Hon.J Mwanamveka shed more light and even further to consider incorporating big corporations if prior were not put in mind.
And also to put in mind the suspension of personal loan payments by 50% by commercial banks:as they have been fully funded by Reserve Bank therefore they will not incur any losses deriving from such loans.
2)Beloved Sir, you made a directive to Malawi Energy Regulatory Authority(Mera) to reduce fuel prices and Mera afterwards released new pricing of fuel.
It may interest you to know all over the world the fuel prices have shot down by a bigger margin.
These are the new fuel prices
Basically the reduction is of 9-16%, we are appealing for 20-30% reduction in order for all of us to be comfortably prepared and aligned in the fight against economic crisis caused by Covid19.
3) Tax Waiver on Medical Supplies and Essentials Imports.
This is great and commendable but we are clueless on how local medical and health products manufacturers will be assisted:Does this tax waiver include them as well?
May the minister of Trade and Industry:Hon Salim Bagus shed more light and perhaps incorporate them if they were prior ommited or forgotten.
We further move a motion for your consideration in regards to PAYE,we sincerely seek your approval to temporarily remove the tax during this crisis as this will help and empower the Employers and Employees.
Mr President, we seek consideration to Reform Pension Act to allow for people to opt for voluntary retrenchment as an attractive solution during this pandemic.
4) Recruitment of 2,000 Health workers.
Sir, on this we say bravo and the points of adding more Testing Sites is brilliant.
You may wish to bare yourself with a burden of deploying them in all regions and to run door to door awareness campaign but also to do Covid19 testing.And, further trace all people who arrived in the country during the health crisis and were advised to be on self quarantine for further identification and testing.
Emphasize on good gesture of dialogue between government and private sector and the need to include private sector in decisions, perhaps consider putting private sector with the technical workings groups on COVID 19 to get faster input.
5) Donations and Relief Bank Account
The Minister of Health must open up and invite citizens of good will to join the Movement by making authorizations and approval of some requests smooth and quick.
-The Lilongwe Asian Business Community(LABC) is willing to allocate and set up a quarantine centre in Lilongwe:all expenses paid by themselves what remains now is approval from relavant authorities.Such initiatives must be swiftly approved and implemented.
-There is a tax on every donation over K5 Million:We are appealing for a temporary removal of this tax:this will bring more contributions and donations to come through in the fight against Covid19.
-Schools,Colleges and Universities have closed down, sir we may utilize these facilities in the time being by setting up quarantine centers and testing sites:does not necessarily need a hospital structure to house these facilities.
-The Bank Account that is opened to pool in resources from well wishers.
Let it be publicly announced who will be the Administrators of this account and the account records should be freely,easily and openly accessed to encourage and uphold transparency and accountability.
President Mutharika you are our leader and we solemnly respect and support you and we believe you will have time to dwell on our requests and we pray to God for his mercy and wisdom upon you to keep you steadfast during these difficult times to continue leading us until we surmount this crisis.
