MALAWI NATIONAL EXAMINATIONS BOARD(MANEB) IMPLICATED IN ALLEGATIONS OF NEPOTISM,TRIBALISM AND FRAUD

Malawi is a very small country but blessed with so many natural heritage resources and impeccable human resources.Nevertheless it is the sixth poorest country in the world.

Malawi is poor because of “some” leaders at public institutions are extremely grossed in misappropriation and mismanagement of resources.

Our investigative reporter took his time to dig more about the suspicious activites happening at Maneb in Zomba.

He has learnt the numerous misconducts mongering at the senior management level is what is deteriorating our nation’s education progress and economy.

For instance,did you know?

Andrew Sungitsa was employed as a Principal Procurement Officer for MANEB in 2009. His qualification is MSc in Supply Chain Management. This position is for head of the section.

When the current leadership came.It came with various demands to the procurement section amongst it was that all supplies/contracts should be awarded to DPP and Mulhako affiliated people only.Mr Sungitsa as a professional,he objected this and this was the beginning of bad blood between the two. Last year 2019 he was demoted and moved to Administration for no apparent reason.Where he was assigned to work as Administrative officer.

He has been working there though reluctantly and now wrote MIPS(Malawi Institute of Procurement and Supply . It’s a regulatory body enacted in parliament through MIPS Act 2017 for procurement professionals in Malawi) to enquire why he was moved out of procurement and replaced with someone who has no procurement profession and experience. Just for writing MIPS to enquire about the that,he has been suspended and told to wait for disciplinary hearing. He is being victimised because it is believed that he hails from Salima and therefore could be a mcp sympathizer. As am writing now he is on suspension pending hearing.

Another sad case,

Thomas Dokotala was employed in 2010 as Director of Finance for MANEB. He is originally from Salima.

On 24th December 2018 he got a forced leave letter from the current leadership advising him never to report for duties until when he shall be advised to do so. This was done deliberately in order to allow himself to be able to release funds for his personal benefits as well as for the party(DPP) because he had been previously objecting to such proposals. Till now (15 months now) Mr Thomas Dokotala is at home and has never been called for any hearing. He is also believed to be from the central that’s why he is in this situation.

Gerald Chiunda is the Executive Director for Maneb,all these horrific activities are being masterminded by him and to facilitate his moves he has employed various people in various positions within the board without interviews.

Other posts are advertised in the newspapers while the positions have already been filled.

More shocking details are as follows;

Several people have been moved from their area of specialization to other departments just to frustrate them. For example;

1. Andrew Sungitsa, Principal Procurement Officer was moved to Administration as Administrative Officer

2. Lloyd Chipagala, Senior Human Resources Management Officer was demoted to Registry Clerk

3. Stanley Masapula, Human Resource Management Officer, was moved to security as Examination Security Officer.

4. Kings Mkwanda, Transport Officer was moved to security as Examination Security Officer.

5. Gedion Gondwe ,Senior Accounts Officer was moved to security as Examination Security Officer

6. Felix Chikwakwa,Assistant Systems Analyst Programmer was moved to Administration as Human Resources Management Officer .These are just a few of the transfers.

Due to this alot of people have opted to resign from the board and they include;
-Lloyd Chipagala
-Biziot Tsonga
-Cecilia Kanyoma
-Chisomo Malapula
And others.

Appeal

We are hereby urging all relavant governing authorities to take keen interest in resolving this matter.

We truly hope,we will see drastic measures being taken.
